  • 01. Requirements for approval of building plans?

    How can I apply for building plan approval?

    Applications can be made using Form A1, A2, duly signed by the allottee/attorney, approved architect, and structural engineer. The application must be validated by the Architecture Directorate, CDA, and submitted at the Front Office, One Window Operation, Block-III, CDA, along with the following documents:

    • Photocopy of Form A1, A2, and four (4) copies of the building plans.
    • Estate Management forwarding letter indicating receipt of the appropriate scrutiny fee:
      • Rs. 1/- per Sqft for residential buildings (minimum Rs. 500/-).
      • Rs. 2/- per Sqft for commercial, administrative buildings, public offices, and foreign missions (minimum Rs. 3000/-).
      • Rs. 2000/- minimum for institutional buildings, agro farming, industrial buildings, etc.
    • Copy of NIC of the allottee, transferee, or attorney.
    • Copy of the allotment letter or transfer letter.
    • Copy of the possession certificate.
    • Copy of the subdivision of the plot (if applicable).
    • Copy of the acceptance of attorney (if applicable).
  • 02. Requirements for issuance of completion certificate and process to apply?

    Application can be made on Form B1, B2 duly signed by the allottee/attorney, approved architect, and structural engineer after validation from the Architecture Directorate, CDA at the Front Office, One Window Operation, CDA along with the following documents:

    • Photocopy of Form B1, B2 along with four (4) copies of the completion plan as per actual construction at site.
    • Estate Management dues clearance.
    • Copy of N.I.C of the Allottee, Transferee, or Attorney, as applicable.
    • Dues clearance from the Revenue Directorate, CDA.
    • Completion Scrutiny Fee as per the rates of approval of building plans.
    • Proof of payment of Withholding Tax for non-residential buildings.
  • 03. Documents required for transfer of plot/house?

    The allottee can apply for the transfer of a plot/house on the prescribed transfer application form available at the Front Office, One Window Operation, CDA, at a cost of Rs.150/-, along with the following documents:

    • Original offer letter/allotment letter (to be surrendered).
    • Property Tax Clearance Certificate from Revenue Directorate, CDA (for built-up property).
    • Indemnity Bonds/Affidavit/Undertaking (Transferee/Allottee) on Rs.10 Stamp Paper attested by a Notary Public.
    • Attested photocopies of N.I.C.
    • Statement recorded before the concerned admitting officer by the identifier in case of a female allottee.
    • NOC from Building Control Section (BCS), CDA (for built-up property).
    • Two photographs of each party.
    • Bank Draft of Rs.5000/- for within-family transactions or as applicable.
    • Set of three specimen signature/thumb impressions of the allottee/attorney, duly attested.
    • Photocopy of the N.I.C of the attesting officer.
  • 04. Documents required for alottee to transfer his property to his family members through gift?

    The allottee can apply for the transfer of property at the Front Office, One Window Operation, CDA through the acknowledgment of an Oral Gift on stamp paper worth Rs.5/-, duly attested by a 1st Class Magistrate, along with the following documents:

    • Original allotment letter (to be surrendered).
    • Property Tax Clearance Certificate from Revenue Directorate, CDA (for built-up property).
    • Indemnity Bonds (Transferee/Allottee).
    • Attested photocopies of N.I.C.
    • Statement recorded before the concerned Deputy Director, duly stamped with his official seal.
    • NOC from Building Control Section (BCS), CDA (for built-up property).
    • Bank Draft of Rs.3000/- or Rs.5000/-, as applicable.
    • Attested photocopies of N.I.Cs of two witnesses.

  • 05. Documents required for transfer of plot to the legal heirs of the dead Allottee?

    An application can be made at the Front Office, OWO (One Window Operations), CDA. The application can be submitted by any one of the legal heirs along with the following documents:

    • An affidavit attested by a Class-I Magistrate, listing all legal heirs and their relation to the deceased.
    • Attested copy of the Death Certificate issued by CDA (Directorate of Municipal Administration) or a local body.
    • Attested copies of NICs of all legal heirs.
    • Attested photographs of each legal heir.
    • Form “B” in case of minors.
    • Pay Order of Rs. 5000/- for residential property or Rs. 10000/- for commercial property.
    • Original Allotment/Transfer Letter.
    • Release Deed (as per specimen) duly registered in the office of Registrar/Joint Registrar, if any legal heir surrenders their share.
    • NOC from BCS regarding conforming use.
    • Property Tax Clearance Certificate from Revenue Directorate, CDA.
    • Advertisement in two leading newspapers with nationwide circulation (as per specimen), issued with the signature of the Deputy Director after submission of the application.
    • NOC from the loan-giving agency.
  • 06. Documents required for issuance of C.T.C. of allotment letter, if lost?

    An application can be made by the allottee at the Front Office, One Window Operation, in the name of Director Estate Management, CDA, along with the following documents:

    • F.I.R from the Police Station.
    • Indemnity Bond attested by a 1st Class Magistrate.
    • Press Notice from a newspaper with vast circulation.
    • Attested photocopy of N.I.C.
    • Affidavit attested by a 1st Class Magistrate.
    • Bank Draft of Rs. 1000/-.
