Long Term Planning

The urban development area planned for the long term covers an area of 154.7 square kilometer, with an incremental population of 1,400,000 and an additional employed population of 700,000 to 840,000. West Bay with good natural and landscape resources will be the focus of urban expansion where large public buildings will be constructed, establishing itself as a key area to project urban image.

As regards to land supply, in the long term, Start development of other urban areas.

As regards to industrial development, industrial area will continue to extend northward so as to support the upgrading of industrial structure toward new and hi-tech industry and high-end service industry and further enhance industrial competitiveness of Gwadar.

As regards to large public service facilities and parks, construction projects will be carried out to build the Administrative Service Center, the International Exhibition Center, the Cultural and Art Exchange Center, the Planning Exhibition Hall, the History Museum, the Youth Cultural Activity Center, the Science and Technology Exchange Center, the University City, the 500 beds Teaching Hospital, an office area of foreign consulates and international organizations or institutions, Gwadar park and Grand mosque.

As regards to large transport infrastructure, the urban road network will be improved. The comprehensive port area will be built into a comprehensive commercial port primarily handling general and bulk cargo, supplemented by container handling and trans-shipment of containers, bulk cargo and general cargo. According to the planning, an additional coastline of 22,510m will be built, with an additional land area of 13.34km2 and an additional handling capacity of 140.1 million tons per year. The fishing port in West Bay will be renovated into a cruise and yacht port to meet needs of travel & leisure industry.

As regards to the smart city, coverage of fiber broadband network and mobile broadband network will continue to be expanded, the main data center will be expanded, a remote data center for disaster recovery will be planned and constructed, and area accessible by video monitoring and other sensing devices will be enlarged. The data sharing and exchange platform within the smart city operation and management center will be gradually connected with all departments. A platform for big data access, mining and analysis will be constructed. The public database and the urban operation and management gateway will continue to be improved.

As regards to the safe city, the city will be built into a weapons-free zone (safety zone) with a full-fledged security system, a well-established fence network in the planning area, and well-improved systems for security-related laws and police administration.

As regards municipal facilities, priority projects for the long term will be launched as follows:

  1. Water supply engineering. It is forecast that water consumption in the long-term will total 700,000 m³ per day. East Bay Desalination Plant will be extended to achieve a handling capacity of 200,000 m³ per day. The west of the East Bay Desalination Plant will be built with a handling capacity of 230,000 m³ per day. West Bay Desalination Plant will be built with a handling capacity of 200,000 m³ per day. Free Zone Desalination Plant will be built with a handling capacity of 70,000 m³ per day.
  2. Reclaimed water engineering. It is forecast that water supply in the long term will reach 384,000 m³ per day. 1#Reclaimed Water Plant (east bay) will be extended to achieve a handling capacity of 81,000 m³ per day. 2#Reclaimed Water Plant (east bay) with a handling capacity of 36,000 m³ per day will be constructed. 3#Reclaimed Water Plant (east bay) will be extended to achieve a handling capacity of 90,000 m³ per day. 1#Reclaimed Water Plant (west bay) with a handling capacity of 45,000 m³ per day will be constructed. 2#Reclaimed Water Plant (west bay) with a handling capacity of 36,000 m³ per day will be constructed. 3#Reclaimed Water Plant (west bay) will be extended to achieve a handling capacity of 81,000 m³ per day. Free Zone Reclaimed Water Plant will be extended to achieve a handling capacity of 54,000 m³ per day.
  3. Drainage engineering. It is forecast that sewage volume will amount to 474,000 m³ per day in the long term, with a centralized collection rate of 0.9. 1#Wastewater Treatment Plant (east bay) will be extended to achieve a treatment capacity of 90,000 m³ per day. 2#Wastewater Treatment Plant (east bay) will be constructed with a treatment capacity of 40,000 m³ per day. 3#Wastewater Treatment Plant (east bay) will be extended to achieve a treatment capacity of 100,000 m³ per day. 1#Wastewater Treatment Plant (west bay) with a treatment capacity of 50,000 m³ per day and 2#Wastewater Treatment Plant (west bay) with a treatment capacity of 40,000 m³ per day will be constructed. 3#Wastewater Treatment Plant (west bay) will be extended to achieve a treatment capacity of 90,000 m³ per day. Free Zone Sewage Plant will be extended to achieve a treatment capacity of 60,000 m³ per day.
  4. Electric power engineering. 3*200MW gas-steam combined cycle units in the central area, 4*460MW gas-steam combined cycle units in the eastern industrial area and 2*460MW gas-steam combined cycle units in the east to the northern section of the Free Zone will be constructed. Six 220kv transformer substations and fifteen 132kv transformer substations will be constructed.
  5. Telecommunication engineering. A telecommunication building will be constructed.
  6. Gas engineering. Three gas pressure regulating station will be constructed and a gate station will be reserved.
  7. Sanitary engineering. 65 waste transfer stations will be constructed.
